Iraq's Constitution A Step In The Right Direction

The Iraqi constitution has been approved by the Iraqi voters, with only 21% voting no. The Sunnis managed to get 2/3 no in only two provinces. Which means they were one province short of killing it. This is a victory for the democracy trying to take hold in a country that has never really had represenative rule before, and of course for President Bush, I just don't look for him to get any credit.

So what does this mean for the Iraqis? Well that depends on what they do. If the sunnis, now having participated in the democratic process, don't like the feeling of coming out on the losing end they might give up. (I know a thing or two about being on the losing end of a vote, after all I am a republican in West Virginia.) The best thing for them to do is get over it and try to get some of their people elected in Decembers parlimentary elections.

But it is more than just about the sunnis. It is about Iraq and all Iraqis no matter what form of Islam they practics or what part of the country they live in. How will the country as a whole do? After all a constitution is a contract between the people on how a government should be formed, what powers the government has, and what rights the people have. Many nations have written perfectly decent sounding constitutions and then proceeded to violate every provision of it once they were in power. This is a fragile time for a country. When America first ratified its constitution many believed that it would fail within 10 years, and the debates about what it means continues to this day. We can expect the same thing in Iraq.

That doesn't mean that all is doomed. Iraq will, by my estimation, certainly come out better than it was under Saddam Hussein. It would almost be impossible for it to come out worse. I even think the elected government will manage to keep their heads and beat the terrorists. As long as the Iraqi government doesn't think of their constitution as a scrap of paper, then democracy has a real chance, not just in Iraq, but through the region.

And the last time I checked democracies were better at giving their people freedom and combating terrorism.
