Oct. 13, 2005 Singapore, a tiny, affluent, city-state, is notorious for campaigns to modify human behavior. Singapore is launching the "Singapore Road Wave", a drive to urge motorists to apologize for "errors of judgement" on the road by waving to fellow motorists. That might work in a small country populated by Stepford clones, but it's a recipe for road rage in the states. The United States might as well start a campaign to "Give your fellow commuter The Bird". If an idiot cuts off a fellow commuter and then waves, it won't be interpreted as an apology, but as a taunt. It reminds me of a clown who zooms in front of you, and then, after the fact, turns on his turn signal. Unfortunately, most aggressive drivers aren't likely to admit "errors of judgement", the only way to curtail their dangerous behavior is by punishing them with heavy fines.
