Nov. 29, 2005 Yesterday President Bush unveiled his proposal for cracking down on illegal entrants into the United States. His plan fails to specifically say how he intends to "crack down", but has a wide open program for 3 year worker visa's with a 3 year renewal clause. The one hitch in that visa plan is that the guest worker must return to their home country for one year while applying for the renewal. (http://aolsvc.news) I guess the "crack down" is the issuance of new cutting edge equipment for our border patrol personnel. President Bush proposes new overhead surveillance drones and infra-red cameras. Will this solve the problem of illegal entrants? (http://aolsvc.news) Securing our borders may be aided by some of this equipment, but we also need to have more border patrol personnel and a realistic plan for handling those that cross and are already here. I think his plan falls short of addressing both. Senator McCain says we need to allow a six year worker visa and then the workers will be forced to leave or somehow be in the pipeline that allows for permanent status. (http://aolsvc.news) Part of what America is and how we have evolved has been due to the immigrant people who have come to call America home. Most have contributed to the betterment of the communities that they work and live in. Many have become leaders and examples in the communities in which they live. This is a tough question and one that needs addressing. I propose we set forth a real and comprehensive plan that places all immigrants on the same page. One that allows them (immigrants); to apply and be tracked as a guest worker if their employer can show proof of their employment for the entire time the visa is in force. If for any reason that person leaves the employ of that employer they (guest worker) need to reapply for their worker visa under the new employer and be placed back into the tracking system under that employer. The timeframes are less of consequence than the ability to track these people, in my opinion. Next, we determine how long that visa shall remain in force and at the end of that time frame of say three months prior to its expiration that worker must either, apply for permanent resident status and proceed through our current green-card application process or return to their home country and show proof of transportation home whereby we can track their exit from the United States. How would this process transpire? I say that all border patrol personnel will create picture ID's along with fitting these guest workers with under the skin tracking devices. The program only works if they can absolutely show proof of gainful employment within our borders, otherwise there will be no entry allowed unless under visitor status and the same ID's and under skin tracking will be applied to those with a 6 month timeframe. If immigrants wish to enter under a student visa then proof needs to come from the educational institution as well as the entrant. Those visas will be issued for a one year period with renewals for each year that the immigrant stays in our educational system. Once again the ID's and under skin tracking devices will allow us to see exactly where those people are at any given time. As long as we use this system the same for all entrants we should have sweeping success with tracking our immigrant status from worker to student to visitor; until or unless they leave our borders or complete the process for permanent status. All points of possible entry need to be covered including our airports, sea ports and railway systems, as well as our direct borders with Mexico and Canada. Tracking devices will be removed when these people have been processed through the green-card application process and have been issued a permanent resident status or when they exit our borders. Problems in our past have mostly stemmed from the inability to effectively and efficiently track the people that enter our borders from any particular point. My plan addresses both and still allows employers to utilize guest workers without sacrificing the security or safety of our nation.
