Different Hopes, Same Actions...[IAEA Board Meeting]

What's going on ?

Only 3 days before IAEA board meeting on November 24. U.S.A. and E.U. big powers reduce their pressures on the IAEA and they will not send Iran's dossier to U.N. Security Council at the coming IAEA meeting for possible actions such as economic sanctions or even pre-emptive attack, it seems that Bush's administration is failed to send a message from the world to Iran to not to continue its doubtful nuclear programme or at least limit it to the less sensitive parts, it means that Iran must leave uranium enrichment programme until assure the world about its good faith in nuclear power usage, but... why its happens? why U.S.A. and E.U. big powers went backward from their position ?

Why its happens ?

Q - Why U.S.A. and E.U. want to send Iran's dossier to U.N.S.C. ?

A - To force Iran to dealing with EU3 and finally accept U.S.A. (and now also E.U.) positions about its nuclear programme. But yesterday Iran's parliament(undemocratic) passed a bill which wants Ahmadinejad's government (remember that he's elected by cheating, in an doubtful run-off) to stop all relations with IAEA and start its uranium enrichment programme if Iran's dossier sent to U.N.S.C. by IAEA board on November 24. So, as you see, any U.N.S.C. referral will cause a worse situation for both sides. Obviously, U.S.A and E.U. do not want to give up their hopes of solving this crisis in an peaceful way.

Q - Why U.S.A. and E.U. big powers went backward from their position ? It should split into 2 questions :

Q 1 - Why U.S.A. went backward from its position ?

Q 2 - Why E.U. big powers went backward from their position ?

A 1 - Because of two reasons :

First: Newly joined IAEA members have not a clear viewpoint about Iran's nuclear issue, they're probably opposed to a U.N.S.C referral on Iran's nuclear issue at this time.

Second: U.S.A. hopes that Iran will accept the Russia's solution (which wants Iran to move all of its uranium enrichment facilities to Russia). But last week Iran's Secretary of the Supreme National Security Council, Ali Ardeshir Larijani told his Russian guest, Igor Ivanov who is the head of the Russian Security Council, that Iran's enrichment facilities must be in Iran not anywhere else. Meanwhile, E.U. big powers are opposed to such actions, because they suppose that Iran could go farther in enrichment for the purpose of making weapon-grade uranium, after Russia gave back fuel-grade enriched uranium to Iran.

A 2 - Why E.U. big powers went backward from their position ? As I said, E.U. big powers are opposed to U.S.A. wishes, but E.U. big powers are hoping that the head of the State Expediency Council of Iran, Rafsanjani, takes over nuclear programme, but I as far as I know their dream can't come true.
