Nov. 29, 2004 If according to Max Burns Democrats were ever fiscal hawks it had to be before 1931 when I was born. Some of the largest pork barrel projects in the history of the country have been created by Democratic in the House and Senate. Nancy Pelosi just added 10 million to the budget for personal gain. Max Burns and I exchanged a few e-mails after the election. He was very contrite and assured his followers he intended to bring the Democratic Party back to that of JFK, Clinton and FDR the first president in modern times to create a deficit. JFK also ran deficits in peace- time, Heaven forbid we mention the fiscal policy or any policy of Jimmy Carter. Prior to the House of Representatives freshman class 1994 there had been only one balanced budget since 1934. That was when Eisenhower was President. Newt Gingrich and Joe Scarborough drafted the Contract with America. The legislation created from that proclamation and only that legislation brought on the prosperity of the Clinton years. Clinton was a master taking from others and claiming owner-ship. Max like the rest of the Democrats don’t realize how budgets work. They don’t understand they have little to do with congress or presidents, [aside from the pork projects.] It’s not the fiscal responsibility of the president or congress that causes the deficit to rise. It’s the thousands of government employees who submit requests for funding for the coming year who are responsible for deficits. All departments tend to over estimate their needs. Rather than investigate congress goes along with said requests. The Federal budget exceeds two and a half feet of paper [top to bottom] no congressman can possibly read all that material. They rely on their staff and guess whose appropriation is in that stack of papers. As well as all the other thousands of staff members who work for the government. It is relatively easy to get the numbers of government employees in a particular department but to get the total number is far more difficult. As near as I can find there are in excess of one million seven-hundred and sixty federal employees [1,760,000] that doesn’t include military or law enforcement. How is it possible for one man, The president or a group of congress men and women to control the spending of such a large group? It’s been my experience when the subject of budget requests comes around there’s a rush to spend any monies left over and there is always a request for increases for the coming year. Its far to simplistic to say because a debt limit increase request of 800 billion for the coming year the Bush administration is irresponsible. The 800 billion is based on the GNP and is less than it has been percentage wise in earlier years when the Democrats were in charge. The National debt is in the trillions of dollars. It is inconceivable to think President Bush ran up that amount of debt in four years. The huge surplus the Clinton administration clamed to have was smoke and mirrors. The surplus was based on projected tax revenues over a future ten year period. The actual cash was never there. The deficit of previous years was still there in the Clinton budget given to the president. Max is not alone in his distorted view of the functions of government. Academic Instructors have no first hand experience in either business or government. They teach from materials they were taught from. Eventually it becomes the rule book everyone follows. Several years ago a company I was employed by was asked to participate in a program in cooperation with a well known University. The project was assigned to me. The intent was to give six students a three week taste of the business world. At the end of the first week I cancelled to program. The students were fine. The instructor assigned to the project was impossible to communicate with. Again it’s liberal 101, my way or no way. Liberals believe its government’s responsibility to take care of anyone and everyone who isn’t living the American dream. Liberals also believe any adherence to any beliefs other than liberalism is blasphemes. Liberals are to often blinded by facts not in evidence. The agenda of the liberals the past twenty or so years has been the total control over every aspect of our daily lives. Their mandates have more to do with creating dependency and less to do with improving society. I can forgive Max for his lack of knowledge, he’s young and impressionable. Max is an extremely intelligent young man who will go far and I predict as he grows intellectually he will move closer to our side of the political spectrum. ------------ Follow the Wit and Wisdom of Uncle Ken.
