Nov. 8, 2004 I hear a lot of tax simplification plans, but most ignore the first rule of legislation (any tax simplification will make the tax code more complex). Flat taxers, sales taxers, folks who want to impose tariffs, whatever, they would all morph out of control under the influence of dual congressional commitees. So what is my idea? Why is it better? The IRS audits a noticable percentage of all tax forms, which means it calculates the taxes. Most of the American people pay someone else to do our taxes, or use a computer program which costs $30. The IRS is mandating free tax preparation by computer, but isn't doing so itself or paying for it, they are just hiding behind private companies. The idea I propose won't make the IRS happy (or the tax providers), I expect to get audited yearly if this catches on. Why not allow citizens to send in a blank tax form and their W- 2's, 1099's, etc. The IRS would be required to calculate the taxes for those taxpayers. Any taxpayer would have the right to calculate the taxes themselves, but we would have the right to forget the hassle and let them figure it. The IRS would need more money to pay for calculating the taxes, but the savings to the economy should cover it. And while some might argue that it is unfair that folks who figure their own taxes subsidize those who don't, it is your choice.
