Apr. 27, 2005 Since the House is allegedly discussing ethics anew despite Tom DeLay’s attempts to intimidate judges and despite his thanking members of the NRA for being armed supporters of his and since it appears I will have many more topics to write about in the coming weeks, from energy to the Chinese, a subject both “The Wall Street Journal” AND “The New York Times” have rediscovered, I have decided to post this article now. Everyone, with the given obvious exception of willful, dedicated, scurrilous perpetrators, a hard core, dedicated minority, is opposed to crime. I, consequently, am proposing that the internet be used as a new weapon, in essence a local and national alarm system that would give ordinary citizens an opportunity to participate, to openly act, to participate in the fight against the forces of evil and to make the world a safer neighborhood for the public at large, more civilized and less worrisome to live in, hopefully something that would provide comforting thoughts well into the foreseeable future. For example, during a child abduction photos of the child and/or alleged suspect posted through the magic of mandated internet pop ups or public service ads would solicit information, tips and suggestions from ordinary citizens who pay attention to such things, hopefully resulting in a successful resolution of the situation. Other related public service ads could help locate people in need of assistance or wanted for questioning and other useful police and government functions. Out takes from surveillance cameras can also be used to solicit from the public whatever identifications can be made along with other potentially useful details. Imagine a potential perpetrator thinking about his face being displayed all over the local area codes. I believe he would think twice before proceeding with any nefarious acts. Remember “WANTED” posters (in truth, Not Wanted) have been used for decades and Post Office bulletin boards offer a Top Ten FBI Who’s Who of Perpetrators, so this should be a valuable supplementary law enforcement tool. When a nameless body is discovered, posted pictures of whatever photographic detail is available might help lead to a quick identification and other valuable information. Police reports can be filed on-line making the reporting of a crime fast and convenient. Crime information can also probably be compared by computers looking for crime patterns, statistics and other meaningful extracts. The current system of schlepping down to police headquarters or having cops drop by is clearly more of a burden. It would also be easier to check facts and to make contact for appointments, should the need arise. I would not deign to try to predict what new crime fighting tools could be developed. When fingerprints were new, they were very controversial but today they are virtually impossible to refute. Keep in mind that DNA science is in its early stages yet is persuasively very potent. Besides seeking the whereabouts of people of interest, real time alerts of whatever sort can be mandated on-line. Invitations to come on down and tell us all about it would be easier to execute since less time would be devoted to paperwork and more pertinent information would be available. Even instant messaging could also be used to play a significant role in law enforcement. The Theme should be Shame, Shame everybody knows your Name and face. As an analogy, there is a similar type of thinking behind registering with a parole officer or being put on a sex offender list. Do the crime and be put on line is a fine motto. The internet also could be used to raise public awareness of various issues and educate the public as needed. Fighting crime historically has been a problem for authority figures.
