Jan. 8, 2007 I read an interesting story from the Associated Press – "Some Immigrants are Re-arrested 6 Times." It seems that some cities, counties, and states are receiving funds from the federal government to assist the Homeland Security Department catch and detail illegal aliens. The total funding amounted to $284 million. It appears that the money is a being wasted due to willful inaction. The feds audited these accounts for the year 2005 by taking a sample of 100 arrested aliens. That study found that 73 of the 100 had been arrested a total of 429 times. In other words, these criminals invading our country are repeat offenders – and the jurisdictions don’t care! Which jurisdiction was the worst offender of the bunch? San Francisco. That city receives $1.1m per year under the program, yet they have actually enacted a law that prevents their police department from assisting that effort. That constitutes fraud. This is all insanity. If every one of the illegal aliens in our country were to wear identical clothes, they would be considered an invading army. They are attacking our country by overwhelming our perimeter defenses, and our citizens are being assaulted, robbed, raped, murdered. They are stealing our taxes and sending the money back to their countries. The worst part – certain elements in this country are encouraging them, and as this audit proved, our law enforcement agencies could care less. If caught, they are simply let go – the report said many of the repeat offenders were released due to overcrowded jails, jails overcrowded in many instances by illegal aliens. One solution is soooo simple, yet I’ve never heard it recommended. Like my solution for eliminating traffic violators – impound their car on the spot, instead of fines – my solution does not coddle the criminal. Yet, politicians seem to want to encourage criminals because it gains them more budget money to squander. When illegal aliens are arrested, in addition to whatever punishment is meted out for their crimes, charge them as well with illegal entry into our country. I cannot imagine them putting up a defense to that indictment – they didn’t come here in self-defense, or due to insanity, or ignorance of the border. Convict them of the charge and hand out a stiff sentence – say 10 years. However, offer parole if the alien will sign an agreement to return to his/her country and never return to the U.S. again. Include in that agreement an even stiffer sentence for violating that agreement. Again, the alien would have no defense at a second trial – no one sneaks into this country accidentally. That second offense could be punished by making the alien perform hard labor that actually pays for his incarceration PLUS profit. They come here to work anyway, let’s give them what they want. However, instead of them sending the profit from their illegal activity back home, we’ll keep it to pay for security measures to keep them out. Just as American criminals are subject to "third strike" laws, apply that same logic to illegal aliens. When they demonstrate complete disregard for our laws by returning again, and because they have proven themselves untrustworthy by reneging on the agreements they made to never come back, they have left us with no choice but to ensure they never come back again. Incarcerate them for life. To prevent American taxpayers from shouldering their cost, once they become too old to labor profitably, then we send them back home for the last time under the agreement that if they are caught for a fourth time in our country, a mandatory sentence of death is imposed. I understand that the whiny liberals will protest this recommendation. To address their wishes, without infringing on the rights of everyone else, I propose that a fund be started – comprising voluntary contributions – that covers the taxpayer costs of illegal aliens. Depending on how much money is contributed, a number of aliens will be "ransomed" from the system. If liberals want to encourage illegal immigration, let them pay for it. I don’t care how much illegal aliens "contribute" to our economy. The corrupt businesses that are profiting from the below-cost labor of illegal aliens are not directly sharing any of their profits with me. I only care about taxpayers’ costs – how much it costs to provide healthcare, education, etc. to illegal aliens, and secure our borders against them, versus how much those aliens pay in income, sales, and property taxes. How much does it cost when our education systems are diminished in quality because they are overwhelmed by an influx of illegal aliens? As always, nothing about the laws I propose need prevent anyone from immigrating to our country. As longs as they immigrate legally, nothing I’ve said would apply to them. Thus, their "contributions" could continue. The major impediment to expanded legal immigration is that illegal aliens that happen, by a quirk of geography, to live closest to the U.S. feel entitled to be admitted in huge numbers without consideration as to the talent and skills they bring to this country. Instead, an expanded immigration policy should consider the "quality" of the immigrant. America should have the right to decide whom they let in, and they should decide based on the value that alien could bring to our country. Under that analysis, many of today’s illegal aliens would not be selected, and more aliens from Europe, Asia, and Africa would be. American would not only receive the "contributions" we currently enjoy, the value of that contribution would increase. If you had a squatter living in your back yard, would you be upset? If he were stealing from you, raping your wife, and sending his children to your schools such that your children’s education was suffering, would you be upset? If the government refused to oust him, would you be upset? Would it matter if he "contributed" by mowing the lawn? What if the government declared that you had to let him live in your back yard? Would it help if the government became very selective about who they let squat? What if a new squatter appeared – one who did not steal and rape? What if, instead of hampering your children’s education, the squatter was a teacher and improved your local school? What if, instead of only mowing the lawn, the squatter could maintain your home’s computer network, provide piano lessons to your children, and operate on your sick mother down at the hospital?
