Oct. 1, 2006 There has been much speculation about the wisdom imparted in Bob Woodward's newest book titled "Plan of Attack" on behalf of who should shoulder the blame for misinformation leading up to the war with Iraq. Let me attempt to set the record straight. It is now commonly known that beginning in November of 2001 Bush asked the Pentagon to begin developing plans for invading Iraq. At this same time Bush declared to the American public that he was using diplomacy to ferret out where Iraq stood with regard to WMD's. However, Bush gave orders in the Summer of 2002 for the pentagon to spend $700 million dollars getting ready for his war with Iraq. He never came clean with these plans before Congress or the people of the US. Why not? The jury is still out regarding violations of the US Constitution by Bush and his administration regarding preparing for war without consenting with congress. Section 9 under Article 1, of the US Constitution, clearly states that "no monies shall be drawn from the Treasury, but in consequence of appropriations made by law". The $700 million dollars spent on Bush's war plans by the pentagon was officially appropriated from other budgeted sources. The bone of contention here is that even that type of reallocation is to be overseen by congress to determine who gets it and where it goes. Clearly this was not done. Bush never invited his aides to present the worst case scenario in his rush to invade Iraq or wanted to listen to anything linked to the consequences of such actions. Rummy never thought that the situation in postwar Iraq would be as difficult as it now is. However, information has now been presented that proves that the state department was well informed as to adverse expectations of preemptive actions of aggression against Iraq. With regard to the information used to mount this preemptive war against an innocent nation that came from Tenet, Director of the CIA. He was misinformed and he misinformed President Bush. Bush publicly and privately praised Tenet. The report (NIE Report) substantiating and countering these misguided claims was a mere 90 pages long and was not read by Bush nor Condi Rice. He, Bush, made his decisions to invade Iraq on January 11, 2002 despite misgivings by Colon Powell who was termed as being disloyal because he placed the common good of all ahead of this race to attack. Bush continually stated that Saddam Hussein was involved with Al Qaeda even though there was no intelligence data to back this up. Cheney, according to author David Corn, was using any methods at his disposal to find WMD's in Iraq . He, Cheney, even went so far as to call in some coordinates to weapons inspectors that turned out to be in Lebanon and not Iraq . Despite Cheney's attempts to state with certainty there were WMD's in Iraq none were found. Do you believe that being stubborn, uninformed, and irrational is a good leadership trait? If so, you may see no merit in what I have related. However, if you see this as lacking in what leadership is and should be, you are left with no alternative than to write or call your local and state congress people to invite them to begin immediately on resumption of their schedules to impeach Bush and his entire administration based on how he manipulated the US Constitution to serve his own sick end. Bush never once looked into the ancillary information provided by the NIE Report to see how he was duped and thus duped the American public and the world. Ignorance and incompetence is not an alibi! We, the people, demand and deserve better from our elected officials!
