Tony Blair's Dodgy Dossier

The subject of the so-called ‘dodgy dossier’ was treated on so many websites for so many months that I thought everyone in the world knew all about it, but apparently that is not the case. ‘The dodgy dossier’ is the British way of describing what Americans might call ‘the dubious report’, and was the nickname given to the file compiled by British intelligence that Tony Blair and George W. Bush relied upon in justifying the invasion of Iraq.

But before I get to the dodgy dossier, let me digress for just one minute to prove that Tony Blair is quite capable of lying, a fact that I will need for a proper discussion of the subject in hand.

Speaking of the Iraq Survey Group’s report on the search for WMD, Tony Blair stated in a 2003 interview, "The Iraq Survey Group has already found massive evidence of a huge system of clandestine laboratories, workings by scientists, plans to develop long range ballistic missiles." Paul Bremer, the head of the Coalition Provisional Authority, not knowing that the ridiculous statement had been made by Blair himself, called it a "red herring", backstepping a little, only later, when he found out he had put his foot in Blair’s mouth.

This little incident shows that Blair will fabricate and utter meaningless statements with a facility that qualifies him to be called a ‘liar’.

Anyway, as for the dossier, there were several irregularities in it that might cause one to wonder if this were not some sort of theatrical farce.

One of the allegations of the dossier was that the Iraqis could get WMD in the air within 45 minutes of an order by Saddam Hussein to do so, which by now, of course, has been shown to be utter folly. Blair absolved himself later of responsibility for the so-called "45-minute claim", by saying that he was unaware of the fact that WMD were meant. He pretended that he thought conventional weapons were meant. Donald Rumsfeld was equally quick to exonerate himself of any complicity, saying that he was unaware of the claim altogether. That’s a lot of unawareness on the part of the leaders! It couldn’t be supposed that Blair and Rumsfeld were lying, could it? Here is the BBC’s chronology of the 45-minute claim:

It would be funny, if it weren’t for the sad fact that Dr. David Kelly, the British weapons inspector, went to the grave over his challenging the accuracy of the dodgy dossier. Billed as a suicide, Dr. Kelly’s death has all the earmarks of murder. Furthermore, reporters and editors for the BBC resigned as a consequence of interviewing Kelly. According to their own statement, they were pressured by Downing Street to resign.

Another claim in the dossier was that Iraq had been trying to buy uranium from Africa. This allegation formed the basis for George W. Bush’s fanciful 2003 State of the Union address. Later, when confronted with the fact of the forgery, Tony Blair said he had not relied on the forgery but rather had information from other sources, which, however, he could not disclose. Nor has he disclosed till this very day what those other sources are. As a sop to the general public, Blair appointed Lord Butler to review the intelligence, and Butler confirmed that Blair was justified in his relying upon the mysterious other intelligence, but Lord Butler did not disclose what it was either. So the upshot is that we have Butler’s word for it that Blair wasn’t lying this time, and, therefore, Bush had a solid basis for his SOTU address. Then, it turned out that parts of the dodgy dossier had been plagiarized from a student’s college thesis based on intelligence from the Gulf War of 1991. The evolution of the dodgy dossier cannot be laid to mere ineptitude, though ineptitude was present en masse. The whole thing was a deliberate fraud, perpetrated with the knowledge and undoubtedly at the instance of Tony Blair, with the complicity of George W. Bush.

This is a good place to quote the Downing Street Memo:

"C reported on his recent talks in Washington. There was a perceptible shift in attitude. Military action was now seen as inevitable. Bush wanted to remove Saddam, through military action, justified by the conjunction of terrorism and WMD. But the INTELLIGENCE AND FACTS WERE BEING FIXED around the policy. The NSC had no patience with the UN route, and no enthusiasm for publishing material on the Iraqi regime's record. There was little discussion in Washington of the aftermath after military action."
